Europe is seeking greater control over the infrastructure that supports artificial intelligence, and Alibaba Cloud is eager to establish a stronger presence in this burgeoning market.
The company has officially launched its inaugural cloud region in France, which includes two availability zones positioned in Paris. This development aims to cater to European businesses that are contemplating local cloud hosting, data sovereignty, and the evolving needs for AI infrastructure.
This expansion not only provides European organizations with an additional regional cloud option but also aligns with regulatory efforts focused on data sovereignty, cybersecurity, and resilience. Furthermore, it positions Alibaba Cloud to offer enterprise-grade AI services to its European clientele later this year.
Alibaba Cloud Adds Two Availability Zones in France
Alibaba Cloud has declared that its new cloud region in France is fully functional, featuring two availability zones in Paris. This region will facilitate enterprise cloud services encompassing elastic computing, storage, containerization, networking, security, databases, and developer tools.
Dr. Feifei Li, Chief Technology Officer and President of International Business at Alibaba Cloud, stated that “the expansion of our cloud infrastructure into France underscores our commitment to empowering European businesses with secure and intelligent solutions.”
According to the South China Morning Post, this expansion comes at a time when Europe is increasingly emphasizing the importance of data sovereignty and local infrastructure.
The Paris facility marks Alibaba Cloud’s third hub in Europe, adding to its existing infrastructures in Germany and the UK. With this new development, Alibaba Cloud’s global footprint now includes 105 availability zones across 32 regions.
For enterprise technology teams, the location of cloud regions significantly impacts performance. Factors such as latency, compliance planning, disaster recovery design, application architecture, and procurement decisions for European operations can all be influenced by a local cloud region.
Europe’s Sovereignty Push Shapes the Launch
Alibaba Cloud has positioned its France region in line with data privacy, cybersecurity, resilience, and sovereignty. The company has ensured that the infrastructure adheres to European regulatory frameworks and standards.
This launch coincides with broader policy initiatives in Europe aimed at fortifying digital independence.
As reported, the European Commission released a technology sovereignty package on June 3, which aims to bolster the EU’s digital autonomy and influence in AI. The Cloud and AI Development Act has also identified limited data center capacity as a risk factor hindering Europe’s digital transformation.
This raises an important question for CIOs and cloud architects: how much infrastructure should remain within Europe, and which vendors can adequately meet both technical and regulatory requirements?
Alibaba Cloud’s establishment in France provides organizations with another viable option, although procurement teams will still need to scrutinize governance, security controls, contractual terms, and cross-border data policies before making decisions.
Agentic AI Services Are Coming Next
Alibaba Cloud is preparing to introduce agentic AI services in Europe by the second half of 2026. The upcoming offerings will include products such as AgentRun, STAROps, ACS Agent Sandbox, Agent Security Center, AI Security Guardrails 2.0, and Agentic SOC.
Dr. Li emphasized that this expansion, along with the rollout of agentic AI services, aligns with the company’s broader strategy of delivering a full-stack AI and cloud ecosystem to global clients as they transition into the agentic era.
These tools are designed to assist enterprise AI agents across various stages, from development and debugging to deployment, operations, and security. Alibaba Cloud highlighted that the ACS Agent Sandbox will offer hardware-level security isolation, aiming to reduce operational costs for AI agents, while Agentic SOC will provide automated threat response and closed-loop auditing capabilities.
This layer of security is crucial as enterprises evolve from AI pilot programs to operational agents capable of executing tasks across systems. Enhanced controls for supply chain transparency, runtime risk, model interactions, permissions, and auditability will become even more vital for enterprise teams.
Having been active in European markets since 2016, the launch in France gives Alibaba Cloud a more substantial foothold in one of Europe’s largest enterprise markets.
